New Hampshire Property Tax Credits and Exemptions for Veterans, their Spouse, or Surviving Spouse: New Hampshire offers several property tax credits for Veterans, their Spouse or Surviving Spouse. New Hampshire statutes authorizes a standard deduction and establishes an additional amount that may be adopted by local municipalities. Municipal tax collectors administer all property taxes, residents should contact their local tax collector for more information and to see which credits they are eligible for.

New Hampshire Property Tax Credits Available by Municipality

Veterans Organization Tax Exemption:Property owned and operated by national Veterans' organizations are exempt from taxes. New Hampshire Revised Statues (NH RS) 72:23-c

Standard and Optional War Time Veteran Tax Credit: Wartime Veterans, their Spouse or Surviving Spouse are offered a standard property tax credit of $50, cities and towns may vote to adopt a higher tax credit ranging from $51 to $750. NH RS 72:28

This property tax credit is available to:

  • Veterans who served 90 or more days in the U.S. Armed Forces, during a wartime period and received an honorable discharge, their Spouse or Surviving Spouse, or
  • Veteran who was discharged from the U.S. Armed Forces due to a service-connected disability, their Spouse or Surviving Spouse, or
  • Surviving Spouse of a Service member who was killed in the line of duty

Surviving Spouse of War Time Casualty Tax Credit: The Surviving Spouse of a Veteran who was killed in a designated combat zone while serving on active duty in the U.S. Armed Forces is offered a standard property tax credit of $700, cities and towns may vote to adopt a higher tax credit ranging from $701 to $2,000. Tax Credit for Permanent and Total Disabled Veterans: Disabled Veterans who have a service-connected, 100% permanent and total disability rating from the VA are eligible for a standard property tax credit of $700, cities and towns may vote to adopt a higher tax credit ranging from $701 to $4000. NH RS 72:35

Tax Exemption for Permanent and Total Disabled Veterans who Receive Assistance from the VA: The home a disabled Veteran who received a discharge other than dishonorable that was acquired or modified with assistance from the VA is exempt from all property tax. Veterans must also meet one of the following requirements to be eligible:

  • Service-connected 100% permanent and total disability rating or declared individually unemployable, or
  • Service-connected blindness, or
  • Paraplegic or a double amputee due to service in the U.S. Armed Forces
  • Surviving Spouse of an eligible Veteran

What are my New Hampshire Military and Veterans Education Benefits?

New Hampshire National Guard Tuition Assistance:Members of the New Hampshire National Guard may take courses tuition-free on a space available basis in state-supported postsecondary institutions. To be eligible New Hampshire National Guard Service members must meet the following requirements:soldier taking notes

  • Active member of the New Hampshire National Guard and has completed advanced individual training or has commissioned as an officer
  • Enrolled in a state-supported postsecondary vocational school, technical school, college or university
  • Used all federal educational assistance, not including VA educational benefits, and National Guard scholarship grants

In addition, New Hampshire National Guard Service members may transfer their education benefits to their Spouse upon completion of their initial mandatory service obligation of at least six years. Spouses may use the transferred tuition waiver at a New Hampshire Community College. Service members will incur an additional service obligation after the date the benefit is transferred.

Free Tuition for Children of New Hampshire Resident Service Members Declared Missing-in-Action or Prisoners of War: The Child of a resident Service member in the U.S. Armed Forces who was declared missing in action or a prisoner of war in South-East Asia after February 28, 1961, is entitled to free tuition at a school in the New Hampshire Community College System. The Child of the Service member is eligible for as long as the parent is listed as missing or captured. NH RS 188-F:15

Free Tuition for Children of New Hampshire Resident Service Members Killed-in-Action or who Died from a Service-Connected Disability: The Children of resident Veterans who died during wartime service or died from a service-connected disability, that is a result of that wartime service, can receive a scholarship for up to $2,500 per year for four years. This scholarship may be used at New Hampshire state-supported postsecondary institutions.

  • Killed while serving on active duty during a recognized wartime period or from a disability that was a result of that service

New Hampshire Interstate Compact on Educational Opportunity for Military Children (MIC3): The purpose of this compact is to remove barriers to educational success imposed on Children of military Families because of frequent moves and Children sitting on the steps of a schooldeployment of their parents by:

  • Facilitating the prompt enrollment of Children of military Families and ensuring that they are not placed at a disadvantage due to difficulty in the transfer of educational records from the previous school district or variations in entrance or age requirements

New Hampshire Purple Star School Program for Military-Friendly Schools: The New Hampshire Purple Star School program recognizes schools that show a major commitment to students and Families connected to the U.S. Armed Forces.

For a school to qualify for the Purple Star Award they must appoint a school liaison who is specially trained to handle the unique challenges experienced by military Families. This liaison will ensure that other teachers at their school are aware of special considerations that students from military Families can benefit from. What are my New Hampshire Military and Veterans Employment Benefits?

New Hampshire State Employee Leave for Military Service: New Hampshire state employees who are serving in a reserve component of the U.S. Armed Forces are eligible for 15 days military leave with pay per year. This leave can be used for military drill, training, or other temporary duty.

Service members who use all 15 days of military leave with pay are eligible for an additional 30 days with partial pay.

Federal Employment Veteran's Hiring Preferences:By Federal law, Veterans who are disabled or who served on active duty in the U.S. Armed Forces during certain specified time periods or in military campaigns are entitled to preference over non-Veterans in hiring into the Federal civil service and in retention during reduction in force. Veterans may be entitled to 5 or 10 points included in any scoring process for examination or interviews.

5-point Hiring Preference: Five points are added to the examination score or rating of a Veteran who served:

  • During a war, or
  • During the period April 28, 1952, through July 1, 1955, or
  • For more than 180 consecutive days, other than for training, any part of which occurred after January 31, 1955, and before October 15, 1976, or
  • During the Gulf War from August 2, 1990, through January 2, 1992, or
  • For more than 180 consecutive days, other than for training, any part of which occurred during the period beginning September 11, 2001, and ending on August 31, 2010, the last day of Operation Iraqi Freedom, or
  • In a campaign or expedition for which a campaign medal has been authorized. Any Armed Forces Expeditionary medal or campaign badge, including El Salvador, Lebanon, Grenada, Panama, Southwest Asia, Somalia, and Haiti, qualifies for preference

10-point Compensable Disability (CP) Preference:Ten points are added to the examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of at least 10% but less than 30% .

10-Point 30% Compensable Disability Preference (CPS): Ten points are added to the passing examination score or rating of a Veteran who served at any time and who has a compensable service-connected disability rating of 30% or more.

10-Point Disability Preference (XP): Ten points are added to the passing examination score or rating of:

  • A Veteran who served at any time and has a present service-connected disability or is receiving compensation, disability retirement benefits, or pension from the military or the VA but does not qualify as a CP or CPS, or
  • A Veteran who received a Purple Heart

10-Point Derived Preference (XP): Ten points are added to the passing examination score or rating of Spouses, Surviving Spouses, ARNG handling boxes of suppliesor mothers of Veterans. Both a mother and a Spouse (including Surviving Spouse) may be entitled to preference based on the same Veteran's service if they both meet the requirements. However, neither may receive preference if the Veteran is living and is qualified for Federal employment.

Ten points are added to the passing examination score or rating of the Spouse of a disabled Veteran who is disqualified for a Federal position along the general lines of their usual occupation because of a service-connected disability. Such a disqualification may be presumed when the Veteran is unemployed and:

  • Is rated by appropriate military or VA authorities to be 100% disabled and/or unemployable, or
  • Has retired, been separated, or resigned from a civil service position because of a disability that is service-connected in origin, or
  • Has attempted to obtain a civil service position or other position along the lines of their usual occupation and has failed to qualify because of a service-connected disability

Preference may be allowed in other circumstances but anything less than the above warrants a more careful analysis.

A campaign medal holder or Gulf War Veteran who originally enlisted after September 7, 1980, (or began active duty on or after October 14, 1982, and has not previously completed 24 months of continuous active duty) must have served continuously for 24 months or the full period called or ordered to active duty. The 24-month service requirement does not apply to 10-point preference eligible Veterans separated for disability incurred or aggravated in the line of duty, or to Veterans separated for hardship or other reasons under Title 10 U.S.C. 1171 or 1173.

Uniformed Services Employment and Reemployment Rights Act (USERRA): USERRA protects civilian job rights and benefits for Veterans and members of reserve components. USERRA also protects Service member rights and benefits by clarifying the law, improving enforcement mechanisms, and adding Federal Government employees to those employees already eligible to receive Department of Labor assistance in processing claims.

Absence from Work for Military Duty: USERRA establishes the cumulative length of time that an individual may be absent from work for military duty and retain reemployment rights to five years. Exceptions to the five-year limit, include initial enlistments training exerciselasting more than five years, periodic National Guard and U.S. Armed Forces Reserve training duty, and involuntary active duty extensions and recalls, especially during a time of national emergency. USERRA establishes that reemployment protection does not depend on the timing, frequency, duration, or nature of an individual's service as long as the basic eligibility criteria are met.

Disability Accommodation: USERRA provides protection for disabled Veterans, requiring employers to make reasonable efforts to accommodate the disability. Service members recovering from injuries received during service or training may have up to two years from the date of completion of service to return to their jobs or apply for reemployment.

Return to Work without Loss of Seniority: USERRA provides that returning Service members are reemployed in the job that they would have attained had they not been absent for military service, with the same seniority, status and pay, as well as other rights and benefits determined by seniority. USERRA also requires that reasonable efforts (such as training or retraining) be made to enable returning Service members to refresh or upgrade their skills to help them qualify for reemployment. USERRA also provides that while an individual is performing military service, they are deemed to be on a furlough or leave of absence and are entitled to the non-seniority rights accorded other individuals on non-military leaves of absence.

Extension of Health and Pension Plans: Health and pension plan coverage for Service members is provided for by USERRA. Individuals performing military duty of more than 30 days may elect to continue employer sponsored health care for up to 24 months; however, they may be required to pay up to102% of the full premium. For military service of less than 31 days, health care coverage is provided as if the Service member had remained employed. USERRA clarifies pension plan coverage by making explicit that all pension plans are protected.

Veterans, U.S. Armed Forces Reserve or National Guard Service members who leave a position for training or active military service are eligible. The Hilton Honors Military Program will provide hotel accommodations for required travel while they are looking for a new job, training for a new job, or finding housing. Those eligible can receive up to a total of 100,000 hotel points for verifiable employment-related activities.

What are my New Hampshire Military and Veterans Unemployment Insurance Benefits?

New Hampshire Unemployment Insurance (UI): New Hampshire Employment Security (NHES) administers the UI program that provides temporary financial assistance for workers who are unemployed through no fault of their own. UI is a NH Workforce Connectpartial, short-term replacement of lost wages while workers are seeking other work and is not intended to be a permanent source of income.

Applicants will need the following information to file a claim:

  • Social Security Number
  • Alien Registration Number and expiration date (if not a U.S. citizen)
  • Name, address and phone number of all employers in the last 18 months
  • DD214 for former Service members discharged from the U.S. Armed Forces in the last 18 months
  • Bank account number and routing number for direct deposit payments

"Veteran" Indicator on New Hampshire Driver Licenses or ID Cards: New Hampshire Veterans who received an honorable dischargeNH Drivers license with Veteran designation can request a Veteran indicator on their New Hampshire Driver License, Commercial Driver License or Non-Driver ID. NH RS 263:40

There is no cost to add the Veteran designation during regular renewal periods. Veterans who wish to add the indicator outside of their renewal period, must pay a $3 fee for a replacement license or ID card.

Purple Heart License Plate Purple Heart License Plate: Veterans or Service members who are recipients of the Purple Heart are authorized one free set of the New Hampshire Purple Heart license plates. New Hampshire Commercial Driver License (CDL) Skills Test Waiver: New Hampshireoffers a CDL skills test waiver for Service members and former Service members based on their military training and experience.

Applicants must have been licensed in the past year on a military vehicle similar to the commercial vehicle class they are applying for. This option only allows a waiver of the skills testing and does not include any knowledge testing requirements.

Applicants must also meet the following requirements:

  • Not had more than one license (except for a military license) in the past two years
  • Not had any license suspended, revoked, or cancelled in the past two years
  • Not had any convictions for any type of motor vehicle for the disqualifying offenses (listed on the application)
  • Not had more than one conviction for any type of motor vehicle for serious traffic violations (listed on the application)
  • Have not had had any conviction for a violation of military, state or local laws relating to motor vehicle traffic control (other than a parking violation) as a result of a traffic accident and has no record of an accident in which they were at fault

Applicants must provide a completed Application for Military Skills Test Waiver (including certification by their commanding officer) and a copy of their Military Qualification Record and Military License at any New Hampshire Division of Motor Vehicles Office, or they can mail their application and required documents to:

New Hampshire Veteran and Gold Star Family License Plate Decals: The New Hampshire Division of Veterans Services (NHDVS) offers military service related license plate decals that can be placed on New Hampshire Multi-Use Decal license plates.

Who is eligible for the New Hampshire Veteran and Gold Star Family License Plate Decals?

Branch of Service, Veteran and Medals for Valor Decal Eligibility: Veterans must have served four or more years in an active or reserve component of the U.S. Armed Forces and received an honorable discharge or continue to serve. Applicants are required to provide official documentation as proof of eligibility. See NH RS 21:50 for a list of acceptable documents.

Gold Star Family Decal Eligibility: The following Family members of a Service member who was killed while serving in the U.S. Armed Forces are eligible for the Gold Star Family decal:

  • Spouse
  • Grand parents
  • Parents, stepparents
  • Child, stepchild, adoptive Child
  • Sibling, half sibling, stepsibling

Applicants are required to provide a copy of the Service members DD1300, Report of Casualty as proof of eligibility.

Fishing at the lake New Hampshire Free or Reduced Fee Lifetime Hunting and Fishing Licenses for Disabled Veterans: The New Hampshire Fish and Game Department offers free or reduced fee lifetime Fish and Game Licenses for eligible Veterans.
Who is eligible for the New Hampshire Free or Reduced Fee Lifetime Hunting and Fishing Licenses for Disabled Veterans? Honorably discharged resident Veterans who have a service-connected, permanent and total disability rating from the VA are eligible free lifetime licenses. A $10 administrative fee is charged once, when applying.

Veterans who have at least 80% but not 100% disability rating from the VA for at least two years may purchase a lifetime license for half price. A $10 administrative fee is charged once, when applying. NH RS 214:13

New Hampshire Persian Gulf War Service Bonus:New Hampshire offers a bonus of $100 to Service members who served on active duty in the U.S. Armed Forces between August 2, 1990, through November 15, 1995, and earned the Southwest hand holding stack of $50 billsAsia Service Medal. This program expired on August 31, 2002, but there are provisions that allow for acceptance of applications after that date. New Hampshire Veterans Home (NHVH): TheNHVHlocated in Tilton, New Hampshire is an intermediate and long-term care facility that cares for eligible New Hampshire Veterans. The NHVH also offers hospice and palliative care. The home is a 250 bed facility, with 100 beds assigned to residents with dementia or cognitive impairment.

Some of the services offered include:

  • Nursing care
  • Physical therapy
  • Dietary services
  • Social work services
  • Spiritual care
  • Recreational activities

Who is eligible for care at the NHVH? To be eligible the admission Veterans must meet the following requirements:

  • Honorably discharged from an active or reserve component of the U.S. Armed Forces, there is no requirement for service in combat or to have a service-connected disability
  • Resident of the New Hampshire for at least one year prior to the date of application, or had New Hampshire listed as their "home of record" on discharge documents
  • No minimum age requirement
  • NHVH must be able to meet the Veteran’s care needs
  • Veteran must not have the potential to harm themselves or others

A Veteran's assets are used to determine their financial contribution to room and board. There is a one-year financial look-bacNew Hampshire Veterans Homek period. A house is not counted as an asset if occupied by the applicant's Spouse.

New Hampshire State Veterans Cemetery (NHSVC): The NHSVC, located in Boscawen, New Hampshire, offers a dignified final resting place for eligible Veterans and their Family members.

The cemetery offers three types of burials:

  • Placement of cremated remains in a Columbarium Niche
  • In-ground burial of cremated remains
  • Full casket burials

Who is eligible for Burial at the NHSVC?
Eligibility requirements for the burial at the NHSVC are the same as for VA National Cemeteries. Exact eligibility requirements can viewed at the VA, National Cemetery Administration Eligibility webpage. The following are the general eligibility requirements:

  • Discharged from active duty service in the U.S. Armed Forces under conditions other than dishonorable, or
  • Died while on active duty, or
  • Served at least 20 years in the National Guard or U.S. Armed Forces Reserves and qualified for military retired pay (or would have qualified except death occurred before age 60), or
  • Reserve component Service members if they were activated for federal service, active duty for training does not qualify
  • Spouses and dependents (burial of dependent Children is limited to unmarried Children under 21 years old, or 23 years old if a full-time student at an approved educational institution, or a Child who develops a lifelong disability prior to age 21)
  • New Hampshire residency is not required for burial at the NHSVC

All Veterans are encouraged to complete the NHSVC, Eligibility Application to establish eligibility prior to need.
