Summary

Family Servicemembers' Group Life Insurance (FSGLI) is a program that provides term life insurance coverage to the spouses and dependent children of servicemembers' insured under service members Group Life Insurance (SGLI). The service member pays the premium for spousal coverage. Dependent children are insured at no cost. It provides up to a maximum of $100,000 of insurance coverage for spouses, not to exceed the service members SGLI amount, and $10,000 for dependent children.

Eligibility

Spouses and dependent children of the following are eligible for FSGLI:

  • Active duty service members covered by full-time SGLI and

  • Service members of the National Guard or Ready Reserve of a uniformed service covered by full-time SGLI.

You may qualify to get FSGLI as the spouse of someone with SGLI coverage no matter if your own status is active duty, retired, or civilian.

Benefit Highlights

The spouses of married service members who are covered under SGLI are automatically covered under FSGLI. Spouses are covered for the maximum amount, unless the service member declines or reduces the coveragemother hugging her children in writing. Spousal coverage is provided in increments of $10,000 up to a maximum of $100,000, not to exceed the amount of SGLI the insured member has in force. All premiums are automatically deducted from the service members pay. You pay a premium for your spouse's coverage, which increases as your spouse ages. FSGLI premiums are in addition to the SGLI premiums and are based on the amount of coverage desired and the spouse's age, as shown on the following table:

Note: If a service member is married to another service member, the spouse can be insured under both the FSGLI and SGLI programs at the same time, for a maximum coverage amount of $500,000. As of January 2, 2013, service members married to another service member are no longer automatically enrolled in FSGLI. No changes have been made to SGLI. Additionally, there are no changes for personnel who were auto enrolled before January 2, 2013, nor are there changes for service members married to civilian spouses.

The FSGLI program is also extended to the dependent children of service members who are insured under the SGLI program. FSGLI provides $10,000 of insurance coverage for each dependent child. FSGLI coverage for dependent children is free.

A "dependent child" includes any unmarried child in one of the following categories:

  • Natural born child

  • Legally adopted child

  • Stepchild who is a member of the service member's household

  • Unmarried child between the ages of 18 and 23 who is pursuing a course of instruction at an approved educational institution

  • Child who became permanently incapable of self-support before age 18

  • Stillborn child whose death occurs before expulsion, extraction, or delivery, and not for the purposes of abortion, and:

    • whose fetal weight is 350 grams or more; or

    • whose duration in utero was 20 or more completed weeks of gestation, calculated from the date the last normal menstrual period began to the date of expulsion, extraction, or delivery

Termination/Conversion of FSGLI Spousal Coverage

Termination of Spousal Coverage: FSGLI Spousal coverage will end after any of the following events:

  • Service member elects to decline SGLI coverage (SGLV form 8286)

  • Service member elects to decline FSGLI spouse coverage (SGLV form 8286A)

  • Service member's marriage ends due to divorce

  • Service member dies

  • Service member is discharged from active duty service or separated from Ready Reserve of National Guard service

Termination of Dependent Children Coverage: FSGLI dependent child coverage ends due to the following events:

  • Service member elects to decline SGLI coverage (SGLV form 8286)

  • Child no longer qualifies as an insurable dependent

  • Service member dies

  • Service member is discharged from the service

Note: FSGLI dependent coverage is not affected by the service member's election to decline FSGLI spouse coverage (SGLV form 8286A). Dependent children FSGLI coverage cannot be converted at the expiration of eligibility.

Conversion of Policy: The service member's spouse can convert their FSGLI coverage to a policy with a commercial company at standard premium rates, without having to provide proof of good health. The conversion policy must be a permanent policy, such as a whole life plan. Other types of policies, such as term, variable life, or universal life insurance plans are not eligible for conversion.

If the spouse wishes to convert FSGLI coverage, the spouse must apply for conversion within 120 days of any of the termination events at the local sales office of any company from the Participating Companies listing. The spouse must also submit the most recent Leave and Earning Statement (LES) showing the deduction for FSGLI, and the following applicable document(s):

  • The service member's separation document (i.e., DD214)

  • The Certificate of Dissolution of Marriage between the spouse and service member

  • The service member's FSGLI spousal declination (SGLV form 8286A)

  • The service member's SGLI declination (SGLV form 8286)

  • The service member's proof of death (Report of Casualty Form 1300 or civilian death certificate)

SGLI Online Enrollment System: Effective October 1, 2018, Coast Guard and NOAA members can manage their servicemembers' Group Life Insurance (SGLI) coverage using the SGLI Online Enrollment System (SOES). Coast Guard and NOAA members join the Army, Navy, Air Force and Marines in using the new system. All service members should look for information from their service about when they should access SOES to confirm and certify their SGLI elections.
