BENEFEDS is the government-authorized and the U.S. Office of Personnel Management (OPM) sponsored enrollment portal that eligible participants use to enroll in the Federal Employees Dental and Vision Insurance Program (FEDVIP). BENEFEDS includes a secure website and a call center.
BENEFEDS also manages the billing systems and customer service functions necessary for the collection of FEDVIP and Federal Long-Term Care Insurance Program (FLTCIP) premiums and Federal Flexible Spending Account Program (FSAFEDS) allotments.
BENEFEDS is administered by Long Term Care Partners, LLC, with oversight by OPM.
Active duty uniformed Service members are not eligible for dental coverage. However, Family members are eligible to enroll in a FEDVIP vision plan, if enrolled in a TRICARE health plan.
The Federal Employee Dental and Vision Benefits Enhancement Act of 2004 provided the U.S. Office of Personnel Management (OPM) the opportunity to establish arrangements under which dental and vision benefits are made available to Federal employees, retirees, and their dependents.
This Program allows dental insurance and vision insurance to be purchased on a group basis which means competitive premiums and no pre-existing condition limitations for enrollment. Enrollment takes place during the annual Federal Benefits Open Season in November and December. Eligible participants can choose among six nationwide and four regional dental plans, and from four nationwide vision plans. Nationwide plans also offer international coverage.
Uniformed Service members:
Upon retirement you are eligible to enroll in FEDVIP dental coverage and, if enrolled in a TRICARE health plan, FEDVIP vision coverage. You are considered newly eligible for the program and have 60 days from the date you became eligible (your retirement date) to enroll in a FEDVIP dental and/or vision plan.
If your Family member enrolled in FEDVIP vision coverage while you were on active duty, they are no longer eligible as a primary enrollee upon your retirement. You or your Family member must notify BENEFEDS and their coverage will be inactivated. You must then enroll in FEDVIP dental and/or vision coverage as a retired uniformed Service member and add your eligible Family members as dependents to your coverage.
Vision for Dependents while on Active Duty: FEDVIP vision plans provide comprehensive vision coverage, including routine eye exams and vision correction without a referral. Plans also include low vision exams; eyeglass frames and lenses, or contact lenses instead of glasses, at many eye doctor offices or optical retail stores. In addition, there are lens options such as shatter-resistant polycarbonate, scratch-resistant, anti-reflective, UV coatings, and tinted and progressive lenses; and discounts on laser eye surgery.

Paying for coverage: We will automatically default your payment method to a recurring electronic funds transfer (EFT), which we refer to as an automatic bank withdrawal (ABW), and ask you to provide your bank information.
If you'd like an allotment set up with the sponsor's pay provider to pay for your FEDVIP premiums post-tax you must submit a payroll authorization form, completed by the Service member sponsor. You can download this form from your My BENEFEDS dashboard after you enroll.
Canceling coverage: Coverage may be canceled each year during open season (11 November-9 December 2019) and must be cancelled through BENEFEDS.
Outside of open season it may be cancelled with a Qualifying Life Event (QLE)
You or your spouse return to military active duty
You are a Federal Employee and transfer to an eligible position at a Federal agency that -provides dental and/or vison coverage with 50% or more employer-paid premiums and you enroll in that coverage. You must cancel your coverage within the QLE timeframe that's permitted, otherwise it will automatically continue, and you will have to wait until open season.
