Mobilization, Deployment and Stability Support Operations' mission is to provide training, information and assistance to Soldiers, Civilians and their Families to maintain individual readiness throughout the entire deployment cycle. Deployment and Mobilization provides guidance, resources and training for all; Soldiers, Civilians and their Families; to include parents, Soldier and  Family Readiness Group (SFRG) members, Rear Detachment cadre and ACS/Reserve staff throughout the Army Deployment and Mobilization cycle. Whether supporting deploying units by providing pre-deployment information and material to Soldiers, Civilians and their Families; to providing reintegration and RESET training as they reconstitute their Family unit, the Mobilization and Deployment Team is there to provide support.

Army National Guard Soldiers on state active duty and their Families are eligible for Deployment and Mobilization Support services.

Mobilization and Deployment Readiness Program: The Army Community Service (ACS) Mobilization and Deployment Readiness Program provides active duty, reserve, and guard units with pre and post deployment/mobilization briefings, Soldier and Family Readiness Group (SFRG) assistance, information and referral services, resource materials, and Operation READY (Resources for Educating About Deployment and You) training. Training modules provide practical instruction pertaining to ongoing readiness. Topics include: Understanding and Planning for Military Separation and Pre-deployment Ongoing Readiness, Coping with Separation, and Financial Planning. The materials are designed to support unit commanders in preparing Soldiers, civilian employees, and their Families for military operations.

Pre-deployment or Mobilization: Pre-deployment or mobilization assistance will include:

• Support and assistance to unit commanders in establishing support groups caring for Families

• Orientations for RC units and their Families that outline the assistance available upon unit activation and individual mobilization. Similar orientations will be provided to deploying emergency-essential civilians and their Families.

• Participation in mobilization and casualty work group exercises to test program effectiveness in providing Family support during deployment or mobilization

• Assistance to single parents, dual military couples, and dual emergency-essential civilian couples in developing Family care plans for deployment

• Coordination with local and State human service assistance agencies

• Coordination with active duty, State Adjutant General and Army Reserve Command Office, ACS/Family Assistance Center staff, and Army OneSource Community Support Coordinators to identify potential Family members eligible for assistance

• Identification of Families requiring special assistance and support during deployment or mobilization.

Deployment or Mobilization: During deployment or mobilization, Soldier and ACS/Family Assistance Center will provide support to affected Soldiers and Families through services identified below as needed:

• Shift into a 24-hour Family Assistance Center operation as requested/required

• Publish the toll-free Military OneSource number (800-342-9647)

• Provide assistance to all component Families as required

• Assist casualty assistance officers in providing support to survivors with appropriate Care Team support as requested

• Provide support to waiting Families

• Assist deploying mobilized Reserve Component (RC) unit, Army Reserve Command and Joint Forces Headquarters - State Territory or District of Columbia in providing Family assistance to RC Families

• Assist commanders in providing ongoing training for designated military personnel, Family members, and sponsors

• Assist Families in identifying resources for relocating through the receiving ACS/Family Assistance Center as applicable

• Serve as an advocate for Families with special needs

• Inform rear detachment commanders and component agencies of problems affecting Families of either mobilized or deployed Soldiers and civilians

• Compile and maintain statistics on assistance rendered.

Post deployment or Mobilization: This assistance will include coordination of comprehensive medical, physical, social, and psychological issues and concerns, and appropriate referrals and follow up with the appropriate agency. This includes:

• Soldier and Family briefings on reunion issues

• Workgroups and support groups to deal with Family reunification and command after action reports (includes lessons learned and recommendations for improving procedures)

• Orientations for RC units and their Families that outline the assistance available upon redeployment

• Coordination with local and State human service assistance agencies

• Coordination with active duty, State Adjutant General and Army Reserve Command Office, Soldier and Family Services/Family Assistance Center staff, and Army OneSource Community Support Coordinators to identify potential Family members in need of assistance one year after the Soldier's deployment.

Unit Rear Detachments: These detachments will receive, at a minimum, ACS rear detachment training to support deployment or mobilization. Assistance will be provided to rear detachment commanders in coordinating services for Families in their units as well as providing regulatory guidance and policy on maintaining Soldier and Family Readiness Groups (SFRGs).

Soldier and Family Readiness Groups (SFRGs): An SFRG is a commander's program formed to provide activities and support that encourage self-sufficiency among its members by providing information, referral assistance, and mutual support. ACS assistance will be offered to commanders in the following areas for SFRG support:

• Expertise and support

• Training

• SFRG leader forum

• SFRG orientation program

• Resource materials

• Meeting facilities

• Homecoming and reunion activities

• Information and referrals.

Family Readiness Support Specialists (FRSAs) maintain the continuity and stability of Soldier and Family Readiness Teams as units undergo changes in volunteers and leadership by providing administrative and logistical support to commanders, rear detachment commanders, and volunteer SFRG leaders. ACS assistance will be offered in the following areas for FRSA support:

• Expertise and support

• Training

• Resource materials

• Information and referrals.

Materials for Military Operations: Appropriate materials are used to support unit commanders in preparing Soldiers, civilian employees, and their Families for military operations. Materials may include, but are not limited to, Operation READY (Resources for Educating About Deployment and You) materials (modules, handbooks, workbooks and videos), AFTB (Army Family Team Building) materials, locally generated materials, and materials provided through commercial resources.

Overseas Noncombatant Evacuation Operation Support: In overseas areas, assistance will be provided in conducting Family readiness noncombatant evacuation operation briefings, processing Families for deployment and coordinating support for Families with gaining safehaven areas in accordance with local noncombatant evacuation operation plan.

Support to Unaccompanied Family Members Being Evacuated or on Forced Early Return from an Overseas Area: This support will consist of:

• Providing personnel to support reception center for repatriated Families, if requested.

• Appointing a sponsor to assist Family members in safehaven status in the geographical area of the installation

• Assisting Family members in obtaining safehaven benefits and entitlements

• Providing required reports on the status of Families.
