Summary: The state of Arkansas offers special benefits for its military Service members and Veterans including property tax exemptions, state employment preferences, education and tuition assistance, vehicle tags, as well as hunting and fishing license privileges. State Taxes:

State Tax Advantage: Provides an exemption for members of the Armed Forces of the first $9,000.00 of service pay or allowances. Retired members are entitled to a $6,000 exemption. (AR Code 26-51-306 et. seq. and AR Code 26-51-307 et. seq.)
Eligibility: Members of the Armed Forces to include Reserve and National Guard components or for retired members who are residents of the State of Arkansas.

Homestead and Personal Property Tax Exemption: Disabled Veterans shall be exempt from payment of all state taxes on the homestead and personal property owned by the disabled Veteran.
Eligibility: Arkansas Veterans who have been rated, by the VA, as 100% service connected (Permanent and Total) or awarded Special Monthly Compensation for loss or loss of use of one or more limbs total blindness in one or both eyes. Widows, so long as they do not remarry, dependent children, during their minority, are also eligible for this entitlement if the Veteran was killed or died in the scope of his military duties, is missing in action, or died from service connected causes as certified by the Veterans Administration. (AR Code 26-3-306 et. seq.) if subsequent marriage is terminated, surviving spouse may be reinstated. In all cases, annual re-certification of continued entitlement by the VA is required.

Gross Receipt of Tax Exemption: Gross receipts and gross proceeds derived from the sale of motor vehicles and adaptive equipment to disabled Veterans who have purchased the vehicles or adaptive equipment with the financial assistance of the Department of Veterans Affairs as provided under 38 U.S.C. 1901-1905. (AR Code 26-52-401(6)-et. seq.) Gross receipts or proceeds derived from the sale of new automobiles to a Veteran who is blind as a result of a service-connected injury. Registration will require an entitlement letter from the VA and will be limited to one new vehicle every two (2) years. This exemption defines "automobile" as a passenger vehicle or pickup truck but does not include trucks with a maximum gross load in excess of three-quarter (3/4) ton and does not include any trailer. Eligibility: A Veteran who is blind as a result of a service-connected injury. Registration will require an entitlement letter from the VA and will be limited to one new vehicle every two (2) years. (AR Code 26-52-415 et.seq)

Military Disability Retired Pay: Retirees who entered the military before September 24, 1975, and members receiving disability retirements based on combat injuries or who could receive disability payments from the VA are covered by laws giving disability broad exemption from federal income tax. Most military retired pay based on service-related disabilities also is free from federal income tax, but there is no guarantee of total protection.

Education Benefits:

Arkansas Department of Education: Arkansas Department of Education has the authority to provide free tuition and fees at any state supported college, university, technical school, or vocational school. (AR Code 6-82-601 et. seq.)
Eligibility: The spouse and children of any Arkansan who has been declared to be Prisoner of War or placed in a missing-in-action status since January 1, 1960. The same provisions apply to the surviving spouse and children of any Arkansas resident killed in action since 1960.

Pearl Harbor Survivors (PHS): Specialty license plate for US Armed Forces survivors of the attack at Pearl Harbor, HI. Issued to Arkansas residents who were a member of the US Armed Forces on December 7, 1941, during the hours of 7:55 am to 9:45 am Hawaii Time at Pearl Harbor, the Island of Oahu, or offshore at a distance not to exceed three (3) miles. Requires verification of eligibility form signed by the Arkansas State Chairman of the Pearl Harbor Survivor Association. One (1) plate issued to the eligible Veteran may be reissued to his or her surviving spouse at the regular registration fee for the vehicle. Initial plate is free with an additional plate fee of $3.75.

Gold Star Family:  Issued to spouse or parent of a member of the armed forces of the United States, killed in a conflict recognized by the United States Department of Defense, and who has received a Gold Star Lapel Button issued by the United States Department of Defense.  There is no charge for plate.  No more than one (1) Gold Star Family license plate will be issued to an eligible applicant.

Parks and Recreation Benefits:

Hunting and Fishing Licenses: These licenses are only available from the Commission's Little Rock office. If you wish to purchase a license, bring proof of one years Arkansas residency, such as driver's licenses, state ID, property assessments, Arkansas income tax forms and acceptable proof of disability. Applications and information are available by calling 1-800-364-4263 or (501) 223-6349 in the Little Rock area Monday-Friday, between 8:00 a.m. and 4:30 p.m. 3-Year Disability licenses are not available by phone order or online.

Resident 3-Year Disability Fishing License ($10.50) entitles all 100% totally and permanently disabled persons privileges of the Resident Fisheries Conservation License. A trout permit must also be purchased to retain trout or to fish in certain waters. Certification will be accepted from Social Security, Veteran's Affairs or Railroad Retirement. Proof of one year's Arkansas residency is required to apply for this license. Valid for three years from date of purchase, recertification is required for license renewal.

Resident 3-Year Disability Hunting License - RDH ($25.00) entitles all 100% totally and permanently disabled persons privileges of the Resident Sportsman's License. HIP registration is required to hunt migratory game birds. To hunt waterfowl, state and federal waterfowl stamps are required in addition to HIP. Certification will be accepted from Social Security, Veteran's Affairs or Railroad Retirement. Proof of one year's Arkansas residency is required to apply for this license. Valid for three years from date of purchase, recertification is required for license renewal.

Fayetteville Veterans Home:  This licensed Medicaid/Medicare 108 bed skilled care nursing facility, provides a comfortable and supportive atmosphere for Veterans. Operated under the direction of the Arkansas Department of Veterans Affairs and approved and recognized by the Federal Veterans Administration as a qualified state Veterans Home.
Eligibility:  Honorably discharged Veterans with no criminal record, having a medical need for nursing home placement.  Arkansas residents have first priority.  Veteran's spouses and Gold Star parents can apply for admission.

State Veterans Cemetery:  The Arkansas Department of Veterans Affairs operates two Veteran's cemeteries to commemorate the military service of our deceased veterans.  Located in North Little Creek and Birdeye.  There is no cost for Veteran interment ($300 for spouse or qualified dependent).
Eligibility:  Veterans and Members of the Armed Forces:

  • Must be discharged under conditions other than dishonorable.
  • Any member of the Armed Forces of the United States who dies on active duty.

National Guardsman or Reservist:

  • Eligible for retirement pay at age 60; or
  • Members called to active duty for 2 years or more, (does not have to be consecutive) or completed the full period for which they were called up.
  • Members who die under honorable conditions or while hospitalized or undergoing treatment, at the expense of the United States, for injury or disease contracted or incurred while performing active duty for training.
  • Members who die under honorable conditions while performing full time AGR service.
  • Members who receive a Hardship Discharge while on active duty.
  • Members discharged due to a service-connected disability while on active duty.

Veteran's Dependents:  

  • The Veteran's spouse. (Former spouses whose marriage to an eligible Veteran and was terminated by divorce are not eligible for burial)
  • Unmarried child, (under the age of 21or 23 if still enrolled in school); or
  • A verifiable life-long dependent of the Veteran.

Fayetteville Veterans Home:  This licensed Medicaid/Medicare 108 bed skilled care nursing facility, provides a comfortable and supportive atmosphere for Veterans. Operated under the direction of the Arkansas Department of Veterans Affairs and approved and recognized by the Federal Veterans Administration as a qualified state Veterans Home.
Eligibility:  Honorably discharged Veterans with no criminal record, having a medical need for nursing home placement.  Arkansas residents have first priority.  Veteran's spouses and Gold Star parents can apply for admission.

State Veterans Cemetery:  The Arkansas Department of Veterans Affairs operates two Veteran's cemeteries to commemorate the military service of our deceased veterans.  Located in North Little Creek and Birdeye.  There is no cost for Veteran interment ($300 for spouse or qualified dependent).
Eligibility:
  Veterans and Members of the Armed Forces:

  • Must be discharged under conditions other than dishonorable.
  • Any member of the Armed Forces of the United States who dies on active duty.

National Guardsman or Reservist:

  • Eligible for retirement pay at age 60; or
  • Members called to active duty for 2 years or more, (does not have to be consecutive) or completed the full period for which they were called up.
  • Members who die under honorable conditions or while hospitalized or undergoing treatment, at the expense of the United States, for injury or disease contracted or incurred while performing active duty for training.
  • Members who die under honorable conditions while performing full time AGR service.
  • Members who receive a Hardship Discharge while on active duty.
  • Members discharged due to a service-connected disability while on active duty.

Veteran's Dependents:  

  • The Veteran's spouse. (Former spouses whose marriage to an eligible Veteran and was terminated by divorce are not eligible for burial)
  • Unmarried child, (under the age of 21or 23 if still enrolled in school); or
  • A verifiable life-long dependent of the Veteran.
